Xpect buys Amivero, adding homeland security work to its FBI-heavy base
The NewSpring-backed contractor’s second acquisition brings the combined company to more than 450 employees and pairs two federal businesses of similar contract scale.
Xpect Solutions has acquired Amivero, a Reston, Virginia, technology firm founded in 2018 that builds AI, automation, digital identity and fraud and intelligence operations capabilities for homeland security agencies. The combined company has more than 450 team members, Xpect chief executive Yusuf Abdul-Salaam said in the announcement.
By contract volume this is close to a merger of similar-sized businesses. Xpect has pulled in $40 million in unclassified prime contracts over the last year, with the FBI as its largest customer, and Amivero had roughly $32 million, much of it flowing through the General Services Administration with the Department of Homeland Security as its next biggest buyer, Washington Technology reported, citing USASpending.gov.
That is the practical logic of the deal for anyone tracking federal services labor: Xpect is adding a second major agency relationship, not simply expanding one it already had. Amivero's Homeland Security work sits alongside Xpect's federal law enforcement base, and the two companies bring different delivery capabilities. Amivero brings AI and automation, fraud operations, digital identity and agile software engineering; Xpect brings network modernization, zero trust, cyber operations, physical security, cloud and DevSecOps, according to the company's statement.
The stated plan is to push joint investment into repeatable, productized offerings and to move federal AI programs from experimentation into operational capability. Xpect launched two proprietary platforms in August, Adaptive Authority and Adaptive Spectra, aimed at security authorization and software delivery, GovCon Wire reported.
Amivero founder and chief executive Olivia Trivisani Bowker said she and many of the company's leaders will continue in leadership roles across the combined company. "I feel a deep responsibility to the people who have built Amivero and to the customers who trust us with missions that matter," she said.
This is Xpect's second acquisition since NewSpring Holdings took a majority stake in October 2024, following its January 2025 purchase of GovDefender, a developer of secure digital media intake platforms for federal law enforcement. Piper Sandler & Co. advised Amivero on the transaction. NewSpring manages over $3.5 billion across five strategies.
